Dalton Rep. Kasey Carpenter did not vote on the recent House Resolution condemning Hamas terror in Israel

Dalton area readers may remember hearing in “the news” that many Democrat state House members walked out of the House Chamber instead of casting a vote on a recent Resolution condemning Hamas terrorism.

Here is a bit of that Dec. 4, 2023 story taken from the liberal AJC:

“The Georgia House adopted a Resolution that condemned the deadly Hamas attack against Israel as a “disgusting display of hatred and evil” in a vote Monday that exposed a sharp Democratic divide over the growing conflict in the Middle East.

It passed 129-2 after an hourlong debate, with dozens of Democrats abstaining from the vote. Others were marked absent after several Democratic lawmakers said they wouldn’t back the measure.

The vote was engineered by Republicans to demonstrate GOP unity behind Israel — and highlight political divisions among Democrats…”

What the AJC did not report was that Dalton Republican Kasey Carpenter did not vote on the same Resolution. If you want to ask him why, his Capitol contact info is here.

  1.   Condemning Hamas terrorism, expressing our support for the Jewish people; and for other

New state flag in Minnesota – updated

I saw this post on Twitter/ X about Minnesota (USA) getting a new state flag. I thought it was likely a joke. So I Googled it. It’s not a joke.

Update, August 6, 2024:

This original post escaped an update when the Georgia legislature started up in January and I got too busy. My fault. My apologies.

For accuracy and clarity, the Democrats in Minnesota did in fact change their state flag. The final design is much more similar to the Puntland Somali flag than the old state flag, but it is not the same as any of the designs pictured in the End Wokeness sample examples pictured at left. My apologies for the late update. I sent this post out this AM when I heard that Minnesota Gov. Tim Walz has been chosen as the Democrat VP candidate.

Compared to the old flag that was discarded because it was too American, I’ll be happy to hear from anyone who thinks the new flag isn’t a bow to the Somali population in Minnesota and was put in place to erase more of the history of the state. The far left hated the state seal (here) that was the center of the old flag.

“Want to bring in Texas Congressman Henry Cuellar, who represents a border district. He’s also the top Democrat on the House Appropriations Subcommittee, uh, for Homeland Security. Congressman, thanks for joining us on this. Um, appreciate it.

So you just heard our report, um, from Julia on the ground there at a key town, um, in Arizona, very remote as well. Um, we’re hearing more detentions, uh, more deportations. That is the plan, it seemed, that’s coming from negotiators. Um, by critics it’s being called, um, Title 42 on steroids. Where do you stand on this?

Congressman Henry Cuellar (D-TX)

Congressman Henry Cuellar:

Well, you know, certainly, I, I’m one of those that I believe that we should have detentions and we should deport people that don’t have a legal right to be here.

Look, you know, the asylum law is very clear. You gotta have state persecution based on five things: race, nationality, political belief, religion, uh, part of a social, uh, uh, class. Uh, and if you don’t fit that, you know, you can come here for a job, you can come here for economic reasons, you can come in for so many other reasons. They don’t quality. So why are we allowing everybody to come in? Uh, most people that have come in stay here for five years and then have an immigration judge, uh, deport them.

Uh, I live at the border, and, and we been talking about this since 2013. Uh, and if you look at some of the past experiences that we’ve had with different administrations, I think President, um, Obama, uh, along with Secretary Jay Johnson, I think they had it right. They gave people their, uh, you know, their, their claim to asylum. But at the end of the day, they deported people, they detained people, and they just did one thing. They enforced Title 8.

MSNBC host:

So then, Congressman, wha- what is to be done, if I’m hearing you right? H-, because as Julia said, um, folks are critical of more detentions, more deportations. You’re looking at detentions in perpetuity. There’s really no end in sight. You have folks that are trekking for days upon days with young children, um, then being turned around, um, a- and deported, mistreated. What is the solution then?

Congressman Henry Cuellar:

Well, just what I said. You gotta enforce the law. Look, the, the, the asylum law is very clear.

MSNBC host:

But they’re gonna keep coming.

Congressman Henry Cuellar:

It-

MSNBC host:

They’re gonna keep coming.

Yeah, uh, um, I … No, no, no. Let me tell you something. If you, if, if you had repercussions at the border, uh, like we did under President Obama, then the numbers would certainly go down. It won’t eliminate them to a hu-, uh, you know, to zero, but it will bring them down where it’s a lots more manageable do it. If you don’t have repercussions at the border … If you and I were down there and then we said, “Hey look, uh, they gotta … We can get to the US border and then they gonna let us in,” of course, we’re gonna pay the $8,000 to our coyote, uh, to the bad people to come in. But if I had a … If you and I saw that we would probably be held and then deported because we don’t qualify, I would think about that and you would think about that. It’s simple repercussions that you gotta have at the border following what the law is right now.

MSNBC host:

Um, Congressman, your c-, your fellow Congressional Hispanic Caucus members say it’s not right that’s there no Latino representation, um, in any of, of these talks. And along with that, they think it’s setting a dangerous precedent and giving in to Republicans when it comes to immigration, um, reform and getting aid for Ukraine. Where do you stand on this?

Congressman Henry Cuellar:

Well, look, I, I, I respect my colleagues. They certainly have a different opinion. But some of us have been talking about this since 2013. You know, you talk to some of us on the border, we think a little differently. Uh, I don’t have any sanctuary cities. I don’t have any, uh, uh, public officials that say, “Let them in, let them in.” We’ve been dealing with this migrant situation for so many years. Now that New York, now that Chicago, Washington DC, Colorado, Massachusetts, and other places are feeling what we felt, this is what we’ve been talking about this. I don’t call this a Republican idea, because some of us pushed this idea before some of those Republicans were even in office. Uh, we just wanna see one thing at the border. We want to see law and order. We wanna s-, don’t wanna see chaos at the border.

But at the same time, we wanna respect the migrants’, uh, rights and their claim to asylum. But again, the law is very clear. Persecution by a state, by a state based on five things. And those … Uh, most of those folks do not qualify. They do not qualify.

MSNBC host:

Do you think it’s important, sir, to have Latino representation in these talks?

Congressman Henry Cuellar:

Well, you know, uh, Secretary Mayorkas is certainly involved, uh, in, in the talks. Uh, I have talked to some of the folks, uh, about it. Uh, uh, y-, in fact some of the ideas that they’re looking at are ideas that I’ve talked about it. Uh, certainly, uh, you know, the Senate should have, uh, Latinos. But it’s not only Latinos that should be involved. I mean, it’s, it’s one of those things that, you know, we wanna make sure that the migrant rights … because right now, migrants are not coming only from-

Right.

Congressman Henry Cuellar:

… Latin America. They’re coming in from 50-plus countries across the world. End.

Martha Zoller still pushing amnesty for illegal aliens she says “pay taxes” #KempRepublican

As in most of the state of Georgia, much of the Gainesville area economy depends on black market labor – or what the leftist media merely refers to as “immigrants.”

We note, again, that either Martha doesn’t know of what she speaks, or is intentionally misleading telling her listeners by telling them that illegal aliens who obtain an ITIN are “paying taxes.” We assume Martha means income taxes. She hasn’t yet told her audience that illegal aliens can and do use the ITIN to file claim the Child Tax credit and the Additional Child tax credit (“CTC & ACTC”). And despite our repeated heads up to Martha (maybe she doesn’t read our Martha Zoller file?) she is keeping to herself the fact that having an ITIN does not mean the illegal alien pays income taxes – not that paying taxes is a reason for another immigration amnesty.

And Martha is apparently silent on the fact that ITINs exist for people who cannot get a Social Security Number, which must be given to employers in the hiring process.

To illegally get a job in the U.S., illegal aliens use a fake or stolen SSN, which is a federal felony. Doing so is also a Georgia felony (we note tax the state law is seldom enforced for illegal aliens). So much for the “the only crime they commit is entering the U.S. illegally” and “criminal illegal immigrants” goop from Martha – which also leaves off the massive visa overstay crisis.

“Since the Immigration Reform and Control Act of 1986, all employers are required to verify the work eligibility of all new hires by completing Form I-9, which mandates the employee provide a Social Security number and show documents to their employer to prove work authorization and identity. U.S. citizens frequently show their driver’s license and Social Security card, but because there are a number of documents that can be used to complete the form, the worker does not necessarily need to show their actual Social Security card. “Undocumented workers” who are hired without valid work authorization may provide their employer a fake Social Security number, someone else’s number, or even a previously-valid number issued when they may have had work authorization that has since lapsed.”

We think Martha falls into the category of “not an honest broker.”

show in progress – “… th- that was my comment for the morning because it drives me crazy to hear people using the- the, uh, buzz words that Democrats put out there. Then the newscasters use it. And- and it becomes the common genre of everybody to use that- that verbiage to justify their point, not the truth.

Martha Zoller, Republican amnesty supporter:

No. I think you’re absolutely right. And look, it’s frustrating to me because enforcing the law, I mean tax law, uh, if I were … I’ve said this before. If I were going back to do my life over again, I would have been a staffer for a congressman and focused on tax policy. And then I would’ve gone out as a lobbyist, because the- the protection of the tax code is something like you’ve never seen before, Richard, because people don’t want us to simplify our tax code. They like it the way it is. But with that said, you’ve got to deal with it the way it is. And using the tax code to your benefit is not cheating.

Richard:

That’s right.

Martha Zoller, Republican amnesty supporter:

Absolutely. Thanks for your call today very much. (770) 535-2911. Yeah. I- I like to always say that, following the law is not cheating. All right? And I- I go back to what my friend, Nathan Deal, said. You need to enforce the law or change it. He was talking about illegal immigration at that time, but illegal immigrants now, their whole, their whole situation has changed, to where they are now saying they’re coming here because Biden told them to come here. They say they’re coming here because, uh, because, uh, they want, a- not they want a better life. They want what we’re giving them. And we’re talking about hundreds of billions of dollars that are being spent on these migrants that are coming across the border illegally, and we’re just letting them in, for untold amounts of time, until they get some kind of hearing. And we’re gonna lose these folks.

And look, I think that- that there are several different layers of immigration. There is legal immigration, which- which I’ve talked about before. We need to implement something like the RAISE Act, where we focus on catching up on green cards and on the skills that we need, and we’re less focused on just how many family members we can get in, and more focused, I’m not saying do away with the family part of it, but less focused on that. More focused on getting the skillsets that we need in the society. That’s the legal immigration part.

Then you have the illegal immigration part, where you’ve got the people that have been here for a long time. Some of them have tax ID numbers. I- I think, I forget the number. The IRS has a number on that of how many illegal immigrants have gone through the trouble to get their tax ID number. So we got, we know who they are, and we know that they’re paying taxes on the money that they’re earning. We have people that have been here for 25 years. But that group of people, and this is where I get in trouble with the, with a lot of the immigration groups, that group of people needs to be looked at differently than criminal illegal immigrants, uh, than people that are committing crimes once they’re here.

There was this story … And then there’s the group that came through in the last three years, which is the biggest group. And Joe Biden, you know, he keeps talking about in 50 years what people are gonna say about him. In 50 years, people are gonna say that he ruined this country and that it took us 30 years to get out of the mess that he made. That’s what they’re gonna be saying about him in 50 years. This is gonna be like some of the decisions He- Herbert Hoover made at the beginning of the Depression that cost us until we got through the second World War. That’s what this is gonna be like. That is, and it’s 100 year cycle. I mean, I hate to say it, but that’s where we are. We’re in this hundred year, hundred year cycle.

But the bottom line is that we have got a serious immigration problem. And it’s not if, but when we have a terrorist attack as a result of the people that we’ve let in this country that we have no idea who they are. And Joe Biden is wrong on this. Mayorkas is wrong on this. And we that are in the- the fix the immigration system camp need to work together instead of picking on each other because they might disagree about one thing or another thing. That’s why nothing’s gotten done here. That and the, both sides love raising money on this. Both sides love raising money on this.

The apprentice’s social security number will only be used to verify the apprentice’s periods of employment and wages for purposes of complying with the Office of Management and Budget related to common measures of the Federal job training and employment programs for measuring performance outcomes and for purposes of the Government Performance and Results Act. The Office of Apprenticeship will use wage records through the Wage Record Interchange System and needs the apprentice’s social security number to match this number against the employers’ wage records. Also, the apprentice’s social security number will be used, if appropriate, for purposes of the Davis Bacon Act of 1931, as amended, U.S. Code Title 40, Sections 276a to 276a-7, and Title 29 CFR Part 5, to verify and certify to the U.S.Department of Labor, Wage and Hour Division, that you are a registered apprentice to ensure that the employer is complying with the geographic prevailing wage of your occupational classification. *Failure to disclose your social security number on this form will not affect your right to be registered as an apprentice (italics mine, dak). In January of 2004, President George W. Bush promoted his “Any Willing Worker” proposal, proclaiming, “New immigration laws should serve the economic needs of our country. If an American employer is offering a job that American citizens are not willing to take, we ought to welcome into our country a person who will fill that job.”

Employers can reap up to $50k for sending illegal aliens and temporary visa holders through Georgia’s ‘Registered Apprenticeship Program’ #SB379

  • The ‘RAP” is part of the “High Demand Career Initiative” (HDCI) program.
  • We find nothing that would stop illegal alien employers like this from sending illegal alien employees through the taxpayer-funded state apprenticeship program and then collecting up to $50k.

Note: The below is a partial and in progress story about legislation (SB 379) passed in 2022 under the GOP-ruled Gold Dome and signed into law by Gov. Brian Kemp. There is much more to say, but not today. Still investigating.

Update, Dec. 2, 2023: “During the 2022 legislative session, Governor Kemp and lawmakers partnered to pass SB 379, representing a historic investment in apprenticeships in Georgia through the HDCI Program. The HDCI Program awards up to $50,000 in funding to Georgia businesses to upskill workers through registered apprenticeships and increase skilled talent within Georgia’s high-demand industries.”  Here.

“Undocumented immigrants can participate in the Registered Apprenticeship Program”  –  that was part of the reply received today that originated from Kimberly Burgess, M.S. Apprenticeship Coordinator at  Coastal Pines Technical College, Golden Isles Campus.

A very nice man at TCSG, Danny Mitchell, informed me today that H1B workers can and do participate in the ‘RAP” which is part of the “High Demand Career Initiative” (HDCI) program.

It’s illegal to hire “undocumented immigrants.” Federal and state law requires presenting documents in the hiring process. Use of fake or stolen SSN ID is a federal and a state felony. H1B workers, (here lawfully) are in the U.S. on temporary visas that can be renewed but eventually, most temp workers leave. It is not at all clear how sending illegal aliens or foreign, temporary workers through this taxpayer-funded apprenticeship program helps “Georgia’s future workforce” or “hardworking Georgians.”

“The H-1B visa is a nonimmigrant work visa that allows U.S. employers to hire foreign workers with specialized skills to work in the United States for a specific period of time. Typically, the roles require a bachelor’s degree or equivalent. Occupations that qualify for the H-1B visa are typically in fields such as technology, finance, engineering, architecture, or more.” (boundless.com)

Curious? Me too (see here for an idea of the origins of the legislation that created this program).

From the TCSG website: About Registered Apprenticeship Programs in Georgia:

“A  Registered Apprenticeship Program (RAP) is an employer-led workforce development model and strategy designed to provide employers with additional support to train skilled workers and meet growing workforce needs. RAPs serve as valuable investments into local workforce as they combine real work experience with classroom learning all while providing a paid job to apprentices. Furthermore, registered apprentices not only benefit from acquiring and mastering high-demand skills, but also tend to achieve higher wages, and more upward mobility within their employer and industry. Currently, Georgia has more than 10,000 active apprentices in Registered Apprenticeship Programs” (here).

  • Note: Sadly, illegal aliens are also business owners and operators in Georgia. I asked this question of a House committee chairman in 2022: “What is there in the law to stop an illegal alien employer from sending an illegal alien employee through the apprenticeship program and collecting the taxpayer funded payment, up to $50K?” I may post that exchange soon.

“Georgia Governor Brian Kemp and the Technical College System of Georgia (TCSG) recently announced a round of $1 million in funding to create 120 new apprenticeships across the state. These apprenticeships will train students for careers in-demand industries such as healthcare, manufacturing, and construction, and provide employers with opportunities to fill their workforce needs.

This step builds upon new workforce-focused initiatives Governor Kemp signed into law earlier this year to take Georgia’s education and career training initiatives to the next level. Investment numbers show that companies choose Georgia time and again for new businesses and expanded operations, and they do that because they know Georgia has a talented workforce ready to meet their needs.

To push Georgia’s workforce training into high gear, state legislators created the High Demand Career Initiatives (HDCI) Program, which awards up to $50,000 in funding to Georgia businesses to train students and upskill workers through registered apprenticeships.”

All this was created by the passage of SB 379 in 2022. At the time, we pushed for pro-enforcement language that would have excluded blackmarket labor. We were not successful. But, we never considered that the legislature would pass a bill to pay an employer to send a temporary visa holder to an apprenticeship program in the name of expanding Georgia’s future workforce. Live and learn.

SB 379 passed in the Senate with only four “NO” votes. All Democrats. It passed in the House with only one “NO” vote, from then-Rep Phillip Singleton – a Republican.

I don’t have time to write all this up today or this week. I am hopeful that local newspapers will regard this as “news.” In most places, that is a long shot hope.

  • Update, Nov. 27, 2023: I sent this to the ‘news tips” at Atlanta TV stations (11 Alive, WSB, Fox 5, CBS 46) several days ago. If any of them did a story, I have not seen it on Twitter/X (I don’t watch TV news of any description). I also sent to the liberal AJC.

62  completion award amount shall be determined based on the number of hours of education

63  and training required for the successful completion of the apprenticeship under such

64  apprenticeship program but shall not exceed $10,000.00 per apprentice.

65  (e) Each employer sponsor shall only be eligible to enter into contracts under this article

66  for up to five apprentices per year.

67  (f) An apprenticeship sponsor may assist with the application for and completion of an

68  apprenticeship contract authorized by this article.

‘Apprentice’ means a person who is at least 15 years of age, except where a higher minimum age is required by law, who is employed in an eligible apprenticeable occupation, and is registered in Georgia with the United States Department of Labor Office of Apprenticeship.

(2) ‘Apprenticeable occupation’ means an occupation approved for apprenticeship by the United States Department of Labor Office of Apprenticeship.

The constant refrain from the people who run the state government in Georgia is that employers need more workers to make more profit. If I understand this, the GOP-ruled legislature passed a bill which was signed into law by Gov. Brian Kemp to use tax dollars to pay employers to send existing staff to this apprenticeship program so they can increase the employers’s profits.

The program is focused on supporting Registered Apprenticeship expansion in the areas of Advanced Manufacturing, Aerospace, Agribusiness, Automotive, Construction, E-Mobility, Healthcare and Life Sciences, Supply Chain, Film and Entertainment, Public Services, and Information Technology.

“Apprenticeships are not just an investment in a company’s workforce, they’re an investment in the future of Georgia’s workforce,” said TCSG Commissioner Greg Dozier. “They offer a mechanism for employers to develop their own talent pipeline and offer attractive career pathways to new and existing employees.”

Administered by TCSG, the HDCI Program provides up to $10,000 in funding awards to incentivize employers to upskill Georgians through registered apprenticeships and increase skilled talent within Georgia’s high-demand industries.

The apprenticeship program is an on-the-job training program that is offered to current students at Coastal Pines. You must be enrolled in an academic program at the college to participate.”

There are two pathways to participation in the program:

Pathway 1 – Current Coastal Pines Student Placement

  • This pathway allows current students to be placed in an apprenticeship employment position with one of 31 apprenticeship partners.

If you are not enrolled at the college, you would need to apply for admissions and be accepted to the college.

  • If you are an employee at a participatingApprenticeship Partner and you need to gain an additional skill or trade, the company can choose to send you to the college to enroll in an academic program that aligns with the job you have at the company.

Undocumented immigrants can participate in the Registered Apprenticeship Program. They will need to have the ability to pay out of pocket for tuition/fees/books associated with their academic program. The rate of tuition and fees are more for foreign students (non-us citizens).

Governor Kemp and TCSG Announce Historic Apprenticeship Investment

Kemp and the Technical College System of Georgia (TCSG) today announced $1 million in awards for the inaugural Registered Apprenticeships program as part of the High Demand Career Initiative (HDCI). These investments will create 120 new apprenticeships throughout the state across multiple industries in need of workers following generational investment and job creation in the Peach State, including healthcare, manufacturing, and construction.

The Center for Immigration Studies hosted a panel discussion entitled “Parole and the CBP One App: Fact and Fiction”. Speakers examined the legality of the CBP One App scheme, the number of entries, legal challenges, and the myths put forth about it.

Mark Morgan, former Acting Commissioner of U.S. Customs and Border Protection, joined Center for Immigration Studies experts to discuss how the Biden administration took the CBP One smartphone app – a tool originally designed to smooth legal cross-border traffic – and turned it into a means of facilitating illegal immigration.

“Under the CLP rule, if an alien enters the United States illegally, there is a rebuttable presumption that that alien is not eligible for asylum. And there are exceptions and ways that they can rebut it. One of those exceptions is if the would-be illegal migrant schedules a time and place to enter the United States through a port of entry they will then be processed under the old asylum rules, and here’s how they do it. As Mark said, you download the app and, while in northern Mexico or central Mexico, you can then make an appointment to show up at a port of entry. You will get a date for that appointment. Any time during that 23-hour period of the date of that appointment, you can show up at one of eight ports of entry. Five of them are in Texas. And when you are in there, according to assertions that have been made by the state of Texas, they don’t ask you whether you want asylum. They really don’t ask you anything. They run some background checks and then they release you into the United States. CBS News reported a few weeks back that 131,000 people by the end of June had been paroled into the United States who would use the CBP One app. We know from CBP’s latest statistics that through the end of July 188,500 people have either come through the ports or are ready to come through the ports using that.

Again, it is a 23-hour period at a port of entry, one of eight ports of entry along the southwest border, which means that one of those aliens could show up at 11:00 at night. Mark will tell you, you know, you have shift change and you have other personnel on duty, and they could be screened by that person. Or they could show up at the time that the kids come over to go to school, which is a pretty common phenomenon at the southwest border. Some overwhelmed Border – or some overwhelmed CBP officer is then going to have to very quickly make a determination to let you into the United States.

And again, the only information that they can base their determination on is what the United States government has. As James Comey once famously said, if we don’t have information on you, if you don’t make a ripple in the pond, we’re not going to know anything about you. We’re not going to know whether you’re a criminal. We’re not going to know whether you have terrorist ties. We’re not going to know whether you’re a member of a drug cartel. That more or less is the system that they have set up under CBP One and that’s how it works.”
