After a short Sept. 29, 10-AM-ish phone conversation in which I advised Carroll County Attorney Stacey Blackmon that I intended to write a column about the counties ongoing violations of public benefits laws in the Carroll County Star News where I have a periodic column (I also advised her to read my work there from the month of September), I received the below email.
